Cost (fixed, not percentage)

Hi,
i have just a fast question. Why the COST field (in item settings) handle just fixed costs and not percentages?
In my case, I have to pay a percentage on certain items sold by me that involve somebody else's work.
Nost of the times, I manually change the cost of the item (because every customer has his own conditions) but the COST remains the same because is not a percentage.
